The institution I was at formed a functional evaluation task force consisting of users from all affected areas. It was called a functional task force because it was to have people who actually would be using the system - not just managers who may be unaware end users needs.

As this group worked together, there was an increased understanding of what various departments did and how one area's work flow and actions affected another's. Since we were looking for a single vendor solution, this also helped people understand why they might have to compromise their area's first choice to help meet the needs of the entire user community.
